CAA to consult on ATOL fees amid talk of 10% renewal rise

The Civil Aviation Authority (CAA) has confirmed it will consult the trade on proposed ATOL fees for 2027/28.

Travel Gossip understands the regulator is considering a 10% increase in renewal charges.

However, a CAA spokesperson would not confirm the figure, saying it could not verify ‘the accuracy or otherwise of any data’ ahead of the consultation.

They said fees for 2027/28 will be set after the consultation, which will outline the detail of the proposed ATOL charges.

“The proposed changes relate to the charges the CAA applies to recover the cost of regulating the sector,” the spokesperson added. “These proposals have no link or impact on the ATOL rate payable by passengers at the point of booking.”

The licence fees are separate from the ATOL Protection Contribution, currently £2.50 per passenger, which ATOL holders pay to the Air Travel Trust.

The CAA consults on its fees every year. Last year it proposed a 4.1% rise in ATOL charges.

A new ATOL currently costs from £981 for a small franchise licence to £2,606 for a standard or large franchise licence, with the latter also paying 16.35p per passenger on its licence limit.

Full annual renewal fees range from £869 to £2,240, with standard and large franchise holders also paying the per-passenger charge.

In July, the CAA announced discounts for ATOL holders submitting September renewal applications early, with the biggest savings for those applying by 1 August.

Small franchise holders (up to 1,000 passengers) were offered up to 27.5% off, and large franchise holders up to almost 39%.
